USCIS may grant blanket waivers if the COVID-19 vaccine is:

  • Not age-appropriate;
  • Contraindicated due to a medical condition;
  • Not routinely available where the civil surgeon practices

There are waivers available for religious or personal reasons but they're kinda hard to get approved. For the religious waiver you would have to show for example that your religious leader is against the vaccine. This is tricky for the covid vaccine since many have been pro vaccine in this special case.

I don't know how to get one for personal reasons other then medically. I remember somebody posted here that they got one approved with the help of a well versed attorney.
