In the I-130, it is asking the following 3 questions:

Has anyone else ever filed a petition for the beneficiary?

Where was the petition filed?

When was the petition filed?

 

1) When it says where the petition was filed, does it mean the state I live in OR the service center that received it?

2) When it says when the petition was filed, does it mean the date I mailed, the date they received, or the date I received NOA1?

if someone petitioned for the bene say yes,  then answer where and when / for where ,  u will have to find out from her (not your state ,  she is not here)

they are not talking about the when for your petition/  it is for one filed by another person /  they know when u are filing this one

if no,   then other questions are left blank

Sorry, I meant to say, the form is asking for "Have you EVER previously filed a petition for this beneficiary or any other alien?" which for me is yes because I previously filed a I129F petition which was denied due to not meeting the 2 year meeting rule.

 

Once I said yes to that, it is asking me the next 2 questions:

Where was the petition filed?

When was the petition filed?

Do the best you can with the date.  The actual correct date would be the receipt date on the NOA1.  Obviously, if you have the NOA1 it will show the where.  This information is just to assist USCIS in finding the old file.  Close, is good enough for these two answers.

Facts are cheap...knowing how to use them is precious...

I have the NOA1 letter from the California service center. So are you saying that for the "Where was the petition filed" field, enter California for the state right (I live in MD)?

The question is where the petition was filed, not where you lived when your filed it.
