Who is actually adjudicating our I-485 application?

I know we all send our AoS (I-485) applications to the Chicago lockbox address. But then what? Who actually adjudicates the cases? The 4 regional USCIS Service Centers, such as NSC, CSC, VSC, and TSC? Or our local district USCIS offices, such as San Francisco or San Diego?

I'm curious as to what happens to our application once it arrives to the Chicago address. I know many applications are being transferred to CSC from Chicago, but what happens after that? Does CSC do all the adjudicating then transfers the application to our district office or does CSC immediately transfer the files to our local district office to adjudicate? :unsure:

AOS I-485

07/10/07 - Sent I-485 via USPS Priority Mail to Chicago Lockbox

07/23/07 - Received NOA1 in my home mailbox

08/13/07 - Received ASC Biometrics Appointment Letter in my home mailbox

08/31/07 - USCIS mailed out Appointment letter with Postmark Date 8/31/07

09/04/07 - Received actual Appointment Letter (Interivew Date 10/30/07)

09/06/07 - Completed Biometrics Appointment at local ASC

10/30/07 - Scheduled AOS Interview Appointment - Approved

I-751

08/13/09 - Sent I-751 to CSC

08/17/09 - Receipt date of NOA

09/16/09 - Biometrics

09/17/09 - "Touched"

12/15/09 - Card production ordered

12/17/09 - Approval notice sent

12/21/09 - Received 10-Year GC and Welcome Letter

N-400

08/16/10 - Sent N-400 to AZ Lockbox via USPS First Class Mail with Delivery Confirmation

08/18/10 - USPS Confirms delivery: August 18, 2010, 9:57 am, PHOENIX, AZ 85036

08/24/10 - Check #501 for $675 cleared my account @ 11:20 pm EDT

08/27/10 - Received NOA dated 8/23/10 with a Priority date of 8/18/10

09/07/10 - Received Biometric RFE dated 9/3/10 -- Fingerprint apt. schedule 10/1/10

10/01/10 - Fingerprint Appointment-- Completed

10/09/10 - Received Interview Appointment Letter dated 10/6/10 for scheduled interview on 11/09/10

11/09/10 - Interview Passed

11/18/10 - Oath Ceremony

From the lockbox in Chicago it is sent to Missouri. For whatever reason (no one has been able to figure out the criteria for transferring one's case) some applications are transferred to CSC which means AOS is adjudicated without an interview. If one's AOS requires an interview it will be sent to that person's local office from Missouri, where it is adjudicated and the applicant will receive - eventually - an interview date. My husband's app was transferred to CSC, after we received and satisfied the RFE sent to us. There's just no rhyme nor reason for who gets transferred and who doesn't. Luck of the draw maybe?

So for cases which do get transferred to CSC, who is doing the initial adjudication, Missouri or CSC? And for those who need interviews, Missouri doesn't do the adjudication but the local district field offices? What exactly is Missouri's role in this process?

Hmmm....good question. I would assume Missouri does that because my husband's biometrics was scheduled several months before the transfer to CSC and his case number(s) started with the prefix MSCXXXXXX.

Our AO (in Pittsburgh) told us all biometrics and interviews are scheduled by 'a dumb computer'.

His exact words. I swear.

Buy as Yodrak says, it's the dumb computer at NBC in Missouri. The dumb computer has the schedules for all the field offices, and simply plugs appointments into open slots.

Dumb computer indeed..wish it would schedule an appt for us!

So I spoke to a USCIS immigration officer (after calling the toll free number and my call being "escalated") and our local office is processing I-485 cases received 8-9 months after our case date. He doesn't understand why we are not being called for an interview and why our I-130 is still pending which is what bothered him more.

Obviously, it must be security checks but wouldn't they know that or can't the officers just give that generic response? Has anyone called USCIS and heard the "security check" response from the immigration officers? I feel like no one tells us anything on the phone!

Went back to renew EAD through Infopass: EAD card was not given "due to reasons we can't disclose"

5/3/2007: Confirmation that EAD is delayed due to background checks. (started to use the senator, ombudsman and was just a royal pain in the neck)

5/30/2007: EAD production ordered (after over 400 days of waiting!!! woo hoo!)

AOS Interview: 5/12/2008!!! FINALLLYYYYYYYYYYYYYYYYYYY!!!!!!!!!!!!!!!!!!!!!!

7/29/2008: card production ordered...918 days..can't wait to see that card!

do you know if the Texas cases see long delays? I was initially told by my lawyer that our case was sent to Texas for secondary extensive review. Never heard anything after that!

I'm sorry, I really don't know. I just know that a couple of our members have had their AOS cases sent to TSC. Seldi is one of them. I believe she made an Infopass appointment to find out why and the Infopass people didn't even know.
