Who is actually adjudicating our I-485 application?

Yes, the NBC schedules the biometric appointments.

Missouri "pre-process" cases. Presumably they are the ones who make the decision whether or not your case goes to interview or CSC transfer as well. Local offices and CSC make the "final decision".

So who is scheduling the biometric appointments? Missouri?

In asking these questions, I'm trying to ascertain at what point everyones application timeline starts diverging. I.e., according to VJ timeline stats for AoS, different field offices have very different timeframes. At my local field office, the average is 89 days from NOA1 to interview for the last 360 days. And average of 80 days for the past 180 days. This is better than the overall average and significantly better than some field offices. At what point does it make a difference which field office you're using? How long does the pre-processing at NBC usually last before being transferred to CSC or the local field office? Does the local field office do anything more than just the interview? Is the file forwarded over to the local office just a few days before the actual interview or well in advance so that the local office can scrutinize the application?

09/17/09 - "Touched"

12/15/09 - Card production ordered

12/17/09 - Approval notice sent

12/21/09 - Received 10-Year GC and Welcome Letter

08/16/10 - Sent N-400 to AZ Lockbox via USPS First Class Mail with Delivery Confirmation

08/18/10 - USPS Confirms delivery: August 18, 2010, 9:57 am, PHOENIX, AZ 85036

08/24/10 - Check #501 for $675 cleared my account @ 11:20 pm EDT

08/27/10 - Received NOA dated 8/23/10 with a Priority date of 8/18/10

09/07/10 - Received Biometric RFE dated 9/3/10 -- Fingerprint apt. schedule 10/1/10

10/01/10 - Fingerprint Appointment-- Completed

10/09/10 - Received Interview Appointment Letter dated 10/6/10 for scheduled interview on 11/09/10

11/09/10 - Interview Passed

11/18/10 - Oath Ceremony

If you want to know how long it takes an AOS application to be processed at the NBC, I suggest you look at the timelines for people who have had their cases transferred to the CSC. I would hazard a guess that the point it gets transferred to the CSC is when NBC have finished with it.

As they don't tell you when a file gets transferred from NBC to your local office, its pretty difficult to tell how long a case sits around at the local office before you have your interview.
