Looks like things are loosening a bit.  Green countries have no quarantine for fully vaccinated.

Which translated, means the Philippines has reopened easy access mainly just to Communist China.

And Middle East…

You can read it like tourism is starting back up and the US quarantine is down to 6 days from 14. This is the only source I’ve seen so far but I’m hoping it gets clarified as more information comes in.

I think the main change for Middle East is some of the more relevant Mid East countries to the Philippines went from Red List with a total ban, to Yellow List with quarantine.

The real question is if this is opening up to non-spouses and children.  Is tourism coming back.  It is gray on that part and I am still looking for other sources.  One said fully vaccinated yellow countries also have no quarantine but I have only seen that in one article.  I am looking for something more official.

There was supposedly a new resolution on Oct 12 that removed the quarantine from "green" countries.  I am waiting to see if DOH updates that.

This is from IATF-EID just 4 days ago, and it shows both green and yellow doing a 6 day quarantine:

I couldn't find anything newer exempting green list countries.

Rappler and Bloomberg had articles about it but no official word.

Before you get too excited these are the countries deemed worthy of being on the "green list" by the IATF.

Quote

Countries on the green list are the following: American Samoa, Burkina Faso, Cameroon, Cayman Islands, Chad, China (mainland), Comoros, Republic of the Congo, Djibouti, Falkland Islands (Malvinas), Hungary, Madagascar, Mali, Federated States of Micronesia, Montserrat, New Zealand, Niger, Northern Mariana Islands, Palau, Poland, Saba (Special Municipality of the Kingdom of Netherlands), Saint Pierre and Miquelon, Sierra Leone, Sint Eustatius, Taiwan, Algeria, Bhutan, Cook Islands, Eritrea, Kiribati, Marshall Islands, Nauru, Nicaragua, Niue, North Korea, Saint Helena, Samoa, Solomon Islands, Sudan, Syria, Tajikistan, Tanzania, Tokelau, Tonga, Turkmenistan, Tuvalu, Uzbekistan, Vanuatu, and Yemen.

Yeah you read that right...places like Congo, Sierra Leone, and Chad are on the green list but most of the EU and North America isn't. Somehow I doubt that the poorest parts of Africa are more well vaxed than developed nations.

I have not seen anything so far that would indicate that they have lifted the requirement for a valid visa. While this may be a step in the right direction, I would not get my hopes up regarding tourists.

I doubt if the visa is ever going away.  I am waiting to see if they are processing them for non-spouses.  It was the wording.  The other announcements talked about the entry restrictions but this one only states "foreign nationals".  This is the Philippines though and they may just have forgotten to include that language.
