Do we need a Chinese police certificate?

A police certificate from China is not required in your fiancee's case because she stayed there for less than 12 months.  K1 visa applicant should obtain a police certificate from "their previous country or countries of residence if they were 16 years or older at the time they lived there and lived in that country for 12 months or more" -- https://fam.state.gov/fam/09FAM/09FAM050207.html

 

Note that the consul officer has discretion to ask for a police certificate even for shorter period of stay, but it seems unlikely that the CO will ask for one from your fiancee.
