Travel Exemption for UK Citizen to US

Hi Everyone,

 

My mother is as UK Citizen and is due to come to the States to see me (US Citizen) in July. From what I can tell in the Presidents Order, a UK parent can travel to see their US citizen child (adult child.)  Have I read this right? Are there any restrictions on this particular exemption?

 

Also, what documents or paperwork will my Mom need to prove this? Is traveling on her ESTA during Covid okay?  She is elderly and disabled, so I worry about her traveling and then having a difficult time at Customs. 
 

Last but not least…..do Step-parents qualify for this particular exemption? I’m guessing not, but I just wanted to ask 😀

What is your current age? If under 21, are you currently not married? "The Proclamations do not apply to ... parents or legal guardians of a U.S. citizen or lawful permanent resident unmarried minor childhttps://travel.state.gov/content/travel/en/us-visas/visa-information-resources/covid-19-travel-restrictions-and-exceptions.html "minor" is defined as under 21 in the Proclamation.

 

"Section 1 of this proclamation shall not apply to ... any noncitizen who is the parent or legal guardian of a U.S. citizen or lawful permanent resident, provided that the U.S. citizen or lawful permanent resident is unmarried and under the age of 21https://www.federalregister.gov/documents/2021/01/28/2021-02024/suspension-of-entry-as-immigrants-and-nonimmigrants-of-certain-additional-persons-who-pose-a-risk-of

 

If she is not exempt then she'll have to go to a unrestricted country for 14 days and then travel from the unrestricted country to the US:

The UK is still included in the list of countries where direct admission is prohibited. There are exceptions. The one referring to non US resident parents is: 

(iv)    any noncitizen who is the parent or legal guardian of a U.S. citizen or lawful permanent resident, provided that the U.S. citizen or lawful permanent resident is unmarried and under the age of 21;
