One cover  letter for the entire packet.

By definition a cover letter is on the cover of the packet.

Nope - if you send it all in one package.   USCIS usually will never see it. The contractor scans in each form and its attachments.  Then it gets bound up for cold storage.

July 14, 2020 Removal of Conditions submitted by mail  July 12, 2021 Biometrics Completed

August 6, 2021 N-400 submitted by mail

September 7, 2021 I-751 Interview, Sept 8 Approved and Card Being Produced

October 21, 2021 N-400 Biometrics Completed  

November 30,2021  Interview, Approval and Oath

December 10, 2021 US Passport Issued

August 12, 2022 PHL Dual Nationality Re-established & Passport Approved 

April 6,2023 Legally Separated - Oh well

That isn’t what VJ’s guide advises. If the guide was wrong someone would have surely asked the Captain to change it.  
 

Our lawyer did a single cover letter.
 

What benefits are you seeing to multiple cover letters?

The employee of the lowest bidder contractor is who you are putting this faith in?  You are sending it to a lockbox to be scanned not a service center.

VJ has a guide.  Follow it or not. Some  don’t and then they have some  problems.

Correct. As I wrote there is an outline.  It should be clear how to write your cover letter. If not, hire an attorney.
