I requested an expedited interview last week. They never got back to me, but now I see the status was changed from Expired to Refused. Is that good, bad, or nothing?

I had the same issue. You need to send a request via the IV email (but now probably through their form submission), to change the status back to "ready".

So over the past 18 months, it's gone from Ready to Refused to Expired, now back to Refused.

"Refused" before the interview?

I think you should be ok. Ask for a revalidation of the K1.

On another note, I hope they start processing cases in the order that was filed/received. Otherwise, all of us 2019 filers are getting screwed.
