The only active writ case i am aware of is for k1s not spousal.   You really need to post this type of question in the Philippines regional forum

There are several ppl on VJ that are IR1s that have filed for Writ of Mandamus. I see on another thread that you (Pauu) received a DS-5535. Some ppl in that thread stated that it would only take a few months. It can take from weeks to years. We got hit with DS-5535 as well.  I filed Writ of Mandamus last month. Turkish Embassy. 
Recommend consult with lawyer to see if your case in particular would benefit from it.
