EAD expedite request denied. what next?

my PD is September 30 2020, I expedited my EAD and received an email saying they are awaiting my biometrics shortly after this email i got my biometric appointment. After my biometrics i put in an expedite request for my EAD based on humanitarian reasons being that I am a healthcare worker who received a Job offer. I was asked to send in the evidence, i sent the job offer letter, work contract, medical license, and proof of biometrics. 5days later i got denied. I contacted congress and they made a congressional inquiry for me yesterday (April 6th). I am so confused i see alot of people with job offers get approved why was i denied? do i try to expedite again?

Having a job offer does not in itself meet the criteria, must admit I have seen people on here who said they got it just on that basis but who knows.
