Adil will apply for his brother

i checked the I 130 instructions, the guides here and USCIS info

list of documents for intended immigrant are

birth certificate

passport

passport photos

I 864

etc

 

but at what stage is the passport needed / seems stupid to require one for a F4 that takes forever ,  so i want to assume at NVC stage/  Am i right?

For the I-130, the intending immigrant only needs a birth certificate.

 

The intending immigrant does not need a passport, passport photos, I-864, etc.  These things will not be needed for 14 years.  

 

Read the I-130 instructions for filing for a brother or sister.

i only asked because back in 2009 (for the K1) both parties had to submit all pages of passport / seemed stupid 

but back then the petition was sent beginning of July and the interview was in November 5 months later 

and so much has changed since then

The all pages instruction was eliminated 4 years ago.  The instruction was only towards the USC not the alien.
