wait you need permission to travel within Australia ? ouch

Australia is much more serious about containing COVID outbreaks than the US is.  Unfortunately for the OP, Melbourne is one of the worst-hit places, and other Australian states have closed their borders to people from Melbourne (and the state, Victoria).  Lying to police at the border can get you a $4000 fine.

OP, I fear you are going to have to wait until things in Victoria settle down a bit before you will be allowed to travel to Sydney.  Sydney is having its own problems with outbreaks.  I'm sorry.
