There hasn't been any restrictions from the US for tourist visa holders traveling from the Philippines. The obstacle is leaving the Philippines because the Philippine government doesn't allow it: "No Filipino tourists shall be allowed to fly out of the country at any time." https://dfa.gov.ph/covid-19-advisories/26380-travel-advisory-outbound-travel-restrictions-by-philippine-government-on-filipino-travelers

If the purpose of the outbound travel is sightseeing, then that is currently not allowed.  If the purpose of travel falls under "essential travel for business/work, medical, emergency, or other humanitarian reasons, and cannot be postponed", then the traveler can request to be allowed to exit the Philippines by presenting evidence documents supporting the essential nature of the trip --
