Time Outside of the US and Covid-19

Timeline

My wife went to Thailand on 12/3/2019 to visit family.  Due to Covid-19 and imposed travel restrictions, she was not able to return to the US until 6/18/2020, putting her 15 days over the 6 months.  Considering these unforeseen circumstances, will the UCIS make any exceptions to this rule?

It sounds like she was admitted to the country just fine. Calculate the total time spent within the US. If she applies based on 3 year rule and does not have 18 months of physical presence within the US in the past 3 years, she won't be eligible for Citizenship. The travel question itself (not physical presence rule) can probably be overcome by providing proof that all attempts were made to travel back earlier (e.g. cancelled flights, contacting airlines/embassies/STEP program...)

Exceptions to what rule precisely? What is her concern?

 

Edit: Did you mean a break in continuous residence for naturalization purposes? If so, she can present evidence that she didn't break continuous residence. IO makes the final call.
