My fiancee attended an interview on the 7th of May, 2019 and was refused.I wrote to the Embassy on the 13th of November, 2019 and received a reply from your office on the 15th of November, 2019 that my case was assigned to a consular officer for review and once you finish the review, you would contact me for the next steps but it has been 10 months now and I have not heard anything from the Embassy. The question is we are married now can i go ahead do the IR1/CR1for my wife or wait to finish their review?

Yes, you can go ahead.  In your cover letter for the I-130, include wording, "I hereby withdraw the I-129F petition filed in behalf of the same Beneficiary, First Middle SURNAME.

Your wife was refused for material misrep? You have a long road ahead and I would suggest you seek advice from a good lawyer well versed in matters of waivers for material misrep. 

Timeline in brief:

Married: September 27, 2014

I-130 filed: February 5, 2016

NOA1: February 8, 2016 Nebraska

NOA2: July 21, 2016

Interview: December 6, 2016 London

POE: December 19, 2016 Las Vegas

N-400 filed: September 30, 2019

Interview: March 22, 2021 Seattle

Oath: March 22, 2021 COVID-style same-day oath

 

Now a US citizen!

If the K1 was denied for a material misrepresentation, your's is not a do it yourself case with a simple cover letter.  You need a top immigration lawyer with lots of specialized waiver experience to advise you before filing and all through your process.
