I’d advise caution on seeking a third country to wait for 14 days. Rules can be changed at a moment’s notice. Serbia is currently an option but what if, during your 14 days there, the Serbian government decides to close the borders, shut down the airport, etc? Or the US decides to block arrivals from Serbia? And then you gave the issue of flights. Capacity is being reduced dramatically. For various reasons flights are often not being officially cancelled until the day before they are due to leave. A ticket on a flight on these times is absolutely no guarantee that you will be flying on that date. 
 

If you are coming to visit, you still have the quarantine issue when you return to the UK. Unless BoJo sees sense and ends that soon. 
 

I know the separation is hard but this is a temporary situation. Best to wait until it’s over and you can travel with confidence that you will get to your destination and home again on the dates you plan.

I am in the process of attempting the opposite route. I want to go live with my fiance in germany; is it possible for me to quarantine in Ireland or Britian for 14 days and then enter Germany? 

 

OR am I considered "family" enough? 

 

"persons immigrating into Germany for the purpose of joining their families and visits for urgent family reasons"

You are definitely welcome in the U.K. I know that for a fact because my fiancé is here now. Check with the German Embassy as to the latter. Failing that then you could meet your German fiancé in London or Dublin. If you both have jobs that you can perform remotely then perhaps you could set up home in the U.K. for up to six months. I wish I could help you more.
