Receipt Notice = NOA1?

Hi everyone! I filed for I-130 online and paid via credit card on the 21 April and got a receipt notice email (with the IOE no.) right away.  I was wondering if this is the NOA1?? 
I used the IOE tracking no and it says the case was received.  If this is not the NOA1, what is the average wait time since everything seem to be slowed down due to covid-19?

Receipt notice is not NOA1, it can take from 9-12 months if not longer to get approval

Yes!

Your IOE # is your receipt #. You should get the official NOA1 in a few weeks and it will also show the SC that's processing your case.

The receipt with IOE number is the digital NOA1. You should get the NOA1 letter in the mail in about a week.

NOA2 is the one which takes months not NOA1.
