Raquel, you are right. A copy of your cashed check is the proof of your I-130 submittal. Recently, many are experiencing such a long delay to receive I-130's NOA-1.

I-130 Timeline with USCIS:

It took 92 days for I-130 to get approved from the filing date

NVC Process of I-130:

It took 78 days to complete the NVC process

Interview Process at The U.S. Embassy

Interview took 223 days from the I-130 filing date. Immigrant Visa was issued right after the interview

I waited less than 2 weeks for the check to get cashed. USCIS is pretty quick about cashing the checks, which is good because they stamp the back of it with your receipt number. If your bank has online check viewing, you can see it right away-sometimes before you get your NOA1. You can use that receipt number to track your progress online.

Good luck! :)

It took less than 10 days for our case, but it was 15 months ago. So it is hard to draw a comparison.
