if the beneficiary outside the US get government benefits from his country (non US benefits) while waiting for CR1
it will be affected by public charge rule? benefits like low income assist, health insurance and cash assist.

From the NVC stage to the I-864 forms to the new DS-5540 it doesn't ask you questions like that. Only if you used US public assistance to my knowledge.

i read that form you are right. but as i believe that the US embassy has a level of access to the government information in the country it founded in
so if they want to consider that as public charge they don't really need to ask about it in forms. what do you think ?

They could ask you questions like that at the interview its possible. But I believe they are doing the base of their investigations of this whole process is on if your intent to immigrate is legit and real if your relationship is true, if your sponsor or joint sponsor can support you and if you have no criminal background.

I think you are wrong and they don't care anyway.  They care about the applicant becoming a public charge AFTER they arrive in the US.  With a qualified sponsor, they won't.  Done deal.
