Does it help predict the timeline?  I am feeling inpatient of us being physically together again.

Sure he can apply.   Hopefully he has good ties back to Tunisia.  He fills out the application and pays $160.

Look at the timelines in the Blue BAR up above.   Checkout the USCIS processing times, most petitions go to Nebraska, add a few months for the NVC and then a few months for the consulate.  Tunisian males will sometimes get AP at the consulate.
