To my knowledge, it is assigned to you based on availability. I think you may, under special circumstances, request specific dates, but you'll need to research that further and have good reasons as to why you need to choose your own interview date. under attenuating circumstances, I don't see why they wouldn't accommodate you if you can prove your case and they have availability.

Once your case makes it to the National Visa Center and then to the consulate in Napoli, you'll be prompted to file DS-160, which is the actual visa application. You'll be able to create an account through which they give you few available dates to chose from. In our case the available interview dates were so rare and far n between that we had to take the first available one.
