We are going to be applying online, and are putting together a cover letter. We have an unusual case, and I wonder if some nice folks here would volunteer to read our cover letter (will be DM'ed) and please share their feedback on if it conveys our background in concise way or is it confusing?

Mods, I am not sure if this post is a violation of TOC. If so, please feel free to remove this. Thanks!

Well, let's call it a letter of explanation in that case.

What do you need to explain? USCIS is not interested in your “journey”. Complete the form, include the supporting documents and evidence that are required and wait for an approval. The sooner you send, the sooner it will be approved.

The I-130 petition merely verifies that there is a legitimate path to an immigrant visa application. It’s all about eligibility. You need to demonstrate:

- you are a USC (or LPR, depending on the category)

- the marriage is legal

- the marriage is bona fide (evidence of time spent together is the best one for this)

That’s all USCIS care about. Anything else wastes their time - already it’s taking them up to a year to approve petitions. Why increase their workload?

Follow JFH's advice.

Following the instructions and providing the required evidence should make your case self-explanatory.  They'll see you've applied before and your history, no need to rewrite it for them.
