My case was Reaffirmed and he was send back to NVC after two days he was sent back to USCIS and after a week this is what I received from USCIS

What did you apply? I-130? Could be an RFE or Approval notice?

I-130. Because I was reaffirmed and he was sent back to NVC and NVC sent it back to USCIS again I don’t understand why NVC sent it back

I have absolutely no idea. Maybe call NVC and ask?

Call Uscis in other to get more details about it cos I'm surprised to see card/document production.

You posted in March case was denied and returned to USA

no timeline

so,  when were you reaffirmed as this to me sounds like the initial NOIR/NOID notice as this is 6 months from time you said it was sent here

all denied cases are sent 1st to NVC and then to the original USCIS office

My case was denied in June 2018 and he was sent back to USA in August 2018 and I was receive NOIR/NOID in March 2019 and I was reaffirmed in 4 September 2019 and in 10 September2019 Case was sent to NVC and 13 September 2019 NVC was sent it back to USCIS again
