Secondary inspection is an interview.  So you should answer NO.

If after the secondary interview, you were sent to a holding cell and there was paperwork involved, you should answer YES

 

Also note that this question is for ANY Law Enforcement officer and that includes being pulled over and given a ticket. Even if the ticket was a warning or you had to pay a fine.
