No sealed packet after interview? El Salvador

My brother in law had his interview and was approved to come to the US.  He picked up his passport  at the courier service and was told there is no "sealed " packet to hand to Customs and Border Patrol upon entering the US.  Courier said it was done electronically?   Anybody ever heard of this?  Embassy website  says there is a sealed packet.

Packet 3 Recieved in El Salvador by Digna October 17, 2006

Packet 3 Recieved in Calif. October 21, 2006.......Go figure, it was mailed on the 17th of October.

Medical completed Friday, Oct. 27. Instructed by clinic staff to call Embassy (Visas USA) for appointment.

Arrival SFO Dec. 29, 2006

Married Jan. 03, 2007

If the visa has the annotation CCD then the packet is "electronic"

September 25, 2018 Interview in CDJ and Approved!

October 7, 2018 In the USA

October 27, 2018 Green Card received 

October 29, 2018 Applied for Social Security Card - November 5, 2018 Social Security Card received

November 6th, 2018 State ID Card Received, Applied for Global Entry - Feb 8,2019 Approved.

This is the standard for about a year now
