The I-129F will be denied due to another benefit being approved (the I-130). She will then proceed with a CR-1 (or IR-1 if married 2+ years) visa.

7/13/2017: Interview: APPROVED!!!

7/19/2017: Visa in hand

No conversion takes place. The K-3 is possible due to the I-129F. But there must have been an I-130 field alongside or before that in the first place (or else the I-129F would have been rejected). The I-129F will be denied and the I-130 will be processed instead. The I-130 is what let’s you apply for the CR-1 visa.

 

Edit: For clarity, no action is needed. The CR-1 will come about through the existing forms filed.

All correct, assuming the I-130 was properly filed before the I-129F.  No reason to think otherwise.  Sounds like the wife was simply unaware that the path to an actual K3 visa will be blocked and the path to the CR1 or IR1 visa will proceed.
