LPR wants to petition daughter to come to the US.

File form I-130. For category F2B, which she will fall under, the wait is generally around 6 years for most countries (but 11 for Philippines and over 20 for Mexico). Note that while they are still LPRs she must also remain single or the petition will lapse, as only citizens can sponsor married children.

No. It will be a lot longer. Sibling visa wait time to date has been 13 years (in other words petitions filed 13 years ago are currently getting interviews), likely to get longer going forward. The advantage of this visa type though is that it is ok if she gets married in the meanwhile, the petition will remain valid.

There is no such thing as "quick" in family immigration. A work visa will be "faster" - IF she can get it - what are her qualifications? Which company will sponsor her? What type of visa (if H1B, she will be subject to a lottery)? - and work visas are not necessarily paths to permanent residency, and some have pretty short terms.

Sounds like no work visa either, maybe a Student Visa?

Well, she could come with immigrant intent on an H or L visa, both are dual intent, but she doesn’t have the qualifications for either of those visa types.
