Yes, since a divorce recognized by the US was completed before filing. The annulment in PH is for PH purposes only.

 

As long as there is a link between the legal names, I don't think there would be an issue with the petition. Was marriage certificate provided with the petition to show the name change?

You have to bring a copy of the divorce decree to the embassy for your interview.
