Please provide more information. What "Was issued visa September 4?" Your passport? your passport with the approved visa? Have you tried contacting the sending embassy/consulate?

Do you say it's been issued because that's what the status says when you check the status on https://ceac.state.gov/ceac?

 

Based on my fiancee's experience tracking her passport just a few days ago, the status on CEAC shows "Issued" before the passport/visa actually physically leaves the consulate/embassy and enters the mail on its way to you.

 

You will want to check your status on ustraveldocs.com in addition to CEAC. When the status there says "origination scan" that means that it's actually in the hands of whatever mail courier your consulate/embassy uses. The status on  ustraveldocs.com will change again to "ready for pickup" when the courier is actually ready to deliver it to you.

 

In addition, when it actually goes out for delivery, your consulate/embassy should send you an email with a tracking number which you can use to check the delivery status with the courier directly. In my fiancee's case, the consulate even provided the phone number of the human courier who was responsible for processing her passport through the courier service.


If you haven't received an email with the tracking number yet, then your passport is probably still at the consulate/embassy getting ready to go out.

 

If your status on ustraveldocs.com  changes to "origination scan" or "ready for pickup" and you still haven't got an email with a tracking number, then contact your consulate/embassy and ask for one.

Since yours is traveling across borders it may take a bit longer.

I'll be clear, I went to the embassy August 29, was approved. September 4 the visa was issued on the website. Still haven't recieved my passport. The embassy says I can't track it cause its traveling from Sweden to Norway.  They did say it would take 1 week or more. 

But it's taken  longer then I expected since it's not more then a few days this should take.

I think it depends which country you are but for Brazil they sent me an automatic e-mail once a tracking number was created and after that I was able to track it. Took 2 days after my status changed to Issued for me to get a tracking number.

There you have it: "1 week or more"

You'll get it. Just be patient.  It's too bad that they aren't able to give you a tracking number. I guess that's a disadvantage of having your visa sent across national borders.
