My son's I-130 got approved an we received I-797C, I am currently in USA on visitors visa and planning to apply I-485 adjustment status for him.

 

My Question Is - Can he take admission in US university on basis of I-485 approval and will he be considered as domestic student or not, what fee structure will apply in his case??

Varies by university, but most require 1 year of state residency to get in-state tuition rates.

Agreed with the above - the institution will determine if they can treat them as a resident or not. If not, it's going to fall under the international student fee schedule.

Check with the university if they will accept adjustment pending as acceptable for admission. Apart from the question over whether adjustment pending is acceptable for enrollment, you would also need to check if it is enough for him to qualify for FAFSA funding, and I guess he’d need an EAD if he wanted to work while studying before he gets his green card, assuming he is accepted without proper status.

 

Regarding fee structure, presumably you are talking about a public university in the state in which you live. If not, even after one year he is unlikely to be regarded as instate for tuition purposes (there are a couple of exceptions) if he is only in the state to study with no permanent family home (meaning: taxpayer) present. There is no international fee schedule  - private colleges charge the same for everyone, public differentiate only between instate and out of state. However, aid/funding can differ dramatically for domestic vs internationals at both, so exact status can be critical here as well (refer back to FAFSA comment above).
