Petitioner Original Birth Cert now required, VN

So my fiancé got the "new" PKT3 in from Ho Chi Minh Consulate that now requires the petitioner submit original and copy of birth certificate.  Has anyone else seen this?  It also makes no sense as there is ton of more data required of me than the beneficiary in the I-129f and I-134.  Just wondering if anyone else has seen/experienced this yet.

Maybe they've had a rash of document forgery at that consulate.  FYI, a certified copy counts as an "original."
