When I first submitted our petition the expected approval date was August 30th. Now they are saying August 20th 2019. Is this normal?

Right now the USCIS  is in a period of better than expected performance for I129F petitions.   This can change at any time depending on their workload and priorities

YMMV

If you are referring to the VJ timeline date range for expected approval, that isn't something to hang your hat on.  As time progresses you will see it change over and over again.

About the most helpful thing you can do is go into the reporting tools on VJ and do a search on similar petitions for the same country/embassy going back, say, 6-12 months.  It can at least give you a guesstimate.  No guarantees but perhaps a likelihood of turnaround time.  If, on average, petitions for your country/embassy are coming in at 150 days then you can use that as a benchmark of sorts.  After that it comes down to hope.
