NVC step 5 - civil documents

Timeline

NVC has requested a police certificate from Bahrain where my husband currently resides. He has been there for 8 months. The new law in Bahrain which changed recently is that they do not provide a police certificate if you have not live in Bahrain for at least 2 years. My husband has been trying for an entire week going to various offices and meeting various authorities. However, they all keep saying the same thing. We cannot provide a police certificate unless you have lived in Bahrain for at least 2 years. I know there is the option of writing a letter to NVC explaining the situation. But I have read in some places online that they may or may not accept that. Any advice on what would be the best thing to do from here? Do we need a letter from the Bahrain authorities or do we just type up a document explaining the situation?

If you look at the document reciprocity for Bahrain it says it is available.   This is the site nvc uses.  Unless the report is different than the one affected by the law change

If the instruction found here do not work.  Get documentation of the change and upload that, the call NVC to explain.

Yes, the NVC website does not reflect the most recent law change. My husband is still trying to get the document. If he cannot obtain it by the end of this week, we will submit the proof of attempt with no success. Thank you for your responses and input!
