Yes, country needed. For most, current date is Sep 2006 so approximately another 2 years for a Sept 2008 priority date, but it’s much much longe for Mexico and Philippines.

when will your daughter turn 21? Will need to know the birthdate as well as exact priority date and approval date of petition to calculate whether or not she will age out.  21 and over is not eligible, but uscis will subtract the time they spent between receipt and approval from her actual age so in reality she can be over 21 if it’s in those guidelines - see the section for family preferences on https://www.uscis.gov/greencard/child-status-protection-act

The current PD for India F3 is September 22, 2006.  So, maybe another 2 years.

Whether your daughter can come or not depends on CSPA.  The time that it took USCIS to approve the I-130 is subtracted from your daughter's age when your PD becomes current.  Do you know how long it took USCIS to approve your I-130?
