Separate I-130 for EACH parent??

Timeline

I am filling out the I-130 to bring our father and mother to the United States.  Part 5, 6.a Relative One states: "If you are also submitting separate petitions for other relatives, provide the names of and your relationship to each relative."

1. Initial form I-130 was for my father-in-law
2. Wrote ONE check for $535
3.  Added my mother-law for Part 5 ("If you are also submitting separate petitions for other relatives, provide the names of and your relationship to each relative.")

Do I need to fill out an additional I-130 for my mother-in-law and write a separate check for her? In the directions to filling out the I-130 it does not say to do that...

Who is the petitioner? It has to be your husband because you cannot petition your in-laws.

 

Assume your husband is a US citizen, he can petition his parents. He has to fill out 2 separate I-130s, and pay 2 filing fees. It has to be 2 completely separate petitions, one for Mom and one for Pop

I was writing as the first person in the subject.  My father and mother in law.  Yes, my husband is a citizen, I am just filling out the papers for him .
