When I try to download the most recent I-131 form from USCIS website it shows that the form expires Dec 2018. Somebody know how to get this form not expired ?

The OMB 2018 in the top right corner is an internal US government date .. not relevant to you as a user ... the accepted form is the version located on the USCIS page you visited.   Download that and the information PDF and you are good to go
