Timeline

Normally you will get your visa within 1 to 2 weeks via 2go so right after you get your passport you can attend CFO seminar after you can fly right after you get the sticker.

As soon as she gets her visa.  It can take 3 days to two weeks. In the meantime, she can go to this CFO seminar that takes about a few hours.

CFO can be attended at anytime, no need to wait for visa in passport.  If you attend before the visa in passport you can just go get the sticker after visa in hand

A little advice on CFO and flights - give yourself a few days between the CFO and your flight.  CFO in Cebu (which has a reputation for being very strict) had a number of couples that were not properly scheduled in advance, or had to come back the next day to sort out an issue, and didnt have enough time with their flight plans. Less of a problem in Manila from what I understand, but worth noting to avoid headaches before your departure.
