hi my fiancee she lives in santo domingo but shes from haiti can the interview happen in santo domingo since she is living and working there

Does she have residency in the DR? If she does then she can have the interview done there.

no she doesn't but the way I read the question made it seem like you could have the interview there because it is the closest embassy to where shes living she has a work visa

Well if she has work visa for the DR then she has a residency there. So that means that she can interview there.
