My fiance is technically disabled

My fiance is technically disabled and is getting monthly SS benefits which is above the poverty line. My question is can we submit his SS document instead of the 1040 form? He just told me that he is not filing income tax. Thanks in advance!

1040 itself is not enough for I-134(K1) as well as AOS after marriage. Also, since he not filling income tax so tax transcript also not available. The only option is a co-sponsor.

although he probably does not owe taxes and doesn't have to file,  he can file the years needed and get transcripts 

with those he can send a copy of his SS 1099 for the supporting evidence

he can use income and assests

USCIS site gives the info 

you need to know if the disability is life threatening as that can be an issue
