The IO will see your past attempts at getting visas to go to the US as visa shopping and your spousal visa application, especially at the interview stage, will be scrutinized, and Ghana is a tough interview anyway because of high fraud.  As others have said, be totally honest and don't hide anything and see what happens.  Even with a clean history, no incidence of lying on a F-1 visa application, Ghana is difficult.  How much time, in person, have you spent with your spouse?  What evidence of those visits did you submit with the petition?  What about evidence of co-mingling of finances?  Without all kinds of front-loaded evidence of bona fide marriage, ongoing relationship, your spousal visa could be denied, regardless of the lying on the F-1 application problem.

He's visited 4 times, we didn't front load during USCIS stage but going to do that at NVC stage, as a matter of fact he just left 2 days ago after a month visit.
