My Question:

Is it okay to pay the visa fee and book visa interview when you have your MNL# or is it advisable you wait for your case status to be 'Ready' on the website. if not when is the best time to do it?

Pay the visa fee ... don't schedule your interview until your CEAC status shows READY.
