They can convert to F1 right if they meet the DACA age requirements?

But do they? From what I understand there is actually no provision in law preventing an undocumented immigrant already in the US from attending college. The visa is needed to enter. Anyway, off topic for OP, whose problem remains trying to convince COs that the kids he has filed immigrant petitions for and is paying for have no immigrant intent.
