Are you tracking delivery of the packet?  The text message should come the same day they process your payment.  The physical noa should come within two weeks

It said it was delivered Monday Morning around 3am by USPS. Also, I called the bank yesterday and the cashiers check had not been cashed.

They aim to issue the NOA1 within 30 days. That said, normally they are pretty quick at the Texas lock box...taking a few to several days i n most cases.

 

Calling before the 30 days would just get the boilerplate language to wait.

10/14/17: Biometrics appointment notice received, 10/25/17: Biometrics

1/2/18: EAD + AP approved (no website update), 1/5/18: EAD + AP mailed, 1/8/18: EAD + AP approval notice hardcopies received, 1/10/18: EAD + AP received

9/5/18: Interview scheduled notice, 10/17/18: Interview

10/24/18: Green card produced notice, 10/25/18: Formal approval, 10/31/18: Green card received

Since it hasn't been received in the system  the uscis doesn't know about you.   No ability to talk to anyone at the Texas lockbox facility.   Patience patience patience

I would give it a few days. They received my I-129F a week ago and I only just got my text notification yesterday. I had noticed that they had cashed the check in the early AM and got the text around 2PM yesterday.
