Certainly not a Visa number but an available interview slot maybe?

ok  not visa available but described like this

 

had to find the email letter i got from NVC

 

Although we talk about the number of “visas” available, we mean the number of people who can be given permanent residency, either through an immigrant visa or a green card. (People who adjust their status to permanent resident in the United States don’t need a visa to do so, but they still need to have a green card “space” available to them.)

No idea why they mentioned anything about the limit on the number of visas / green cards available. Both the fiance and a spouse of a USC have no such limits.

 

The spouse of an LPR does have a limit per year. Maybe they thought you you were an LPR?
