I-130 approved but...

hello everyone, I wanted to share my case, on June 29 receives the approval of my i-130, it should be mentioned that my priority date was Nov 29 2016, in California service center, well, happy for the approval I just stayed to wait for the NVC welcome letter, a letter that has not arrived for more than three months, I called the USCIS and without an answer, I went to a local USCIS office, where the immigration officer who answered me, told me to read well my letter of approval, which said that I had to fill out form I-485 to make my adjustment of status to be physically present in the USA, to which I replied again and again, that I had to submit a form I- 60A to which he replied that NO and NO, if a USCIS official told him again that he needed to send my approval to NVC to pay fees and make the pardon, and I ended the appointment with a NO.

The truth came out very sad, and when I got into the car I called NVC and told the person who attended me, what happened with my case, and he told me that I was right, that I needed to open a case with NVC to be able to do my forgiveness, call USCIS and request that they send my approval to NVC, call USCIS and the person told me he could not access my information that there was no system, that he called three hours later, I called again and the person who he answered me, he told me, that he would wait a month more, if they already sent my case to NVC.

The truth is I do not know why the immigration officer closed his answer, I've searched for information and the only thing I think it could be is that my wife, before becoming a citizen she became a resident through VAWA, we started the process when F2A when she was two and a half years old, at age three she became a citizen and we did an update of our case, instead of category F2A for CR1, I do not know if that is why on my sheet of Approval of my i-130 says I have to do adjustment of status, and that is what the USCIS official based on.

August 8, 2011: NVC received file
September 1, 2011: NVC case number assigned
September 2, 2011: AOS invoice received, OPTIN email for EP sent
September 7, 2011: Paid AOS bill (payment portal showed PAID on September 9, 2011)
September 8, 2011: OPTIN email accepted, GZO number assigned
September 10, 2011: Emailed AOS package
September 12, 2011: IV bill invoiced
September 13, 2011: Paid IV bill (payment portal showed PAID on September 14, 2011)
September 14, 2011: Emailed IV package
October 3, 2011: Emailed checklist response (checklist generated due to typo on Form DS-230)
October 6, 2011: Case complete at NVC
November 10, 2011: Interview - APPROVED!!!
December 7, 2011: POE - Sea-Tac Airport

September 17, 2013: Mailed I-751 to CSC

September 23, 2013: Received NOA1 in mail (receipt date September 19th)

October 16, 2013: Biometrics Appointment

January 28, 2014: Production of new Green Card ordered

February 3, 2014: New Green Card received; done with USCIS until fall of 2023*

Illegal as in overstayed or illegal as in entred without inspection? Basically, what visa did you enter on (if any)?
