I94 required for I-192f Petition? Confused?

I have been doing loads of research before me and my fiance complete the I-129F Petition and some websites have contradicting information in regards to the I94. I (the beneficiary) am not currently in the United States.

 

I visit my fiance every other weekend by entering the US via land border at Queenston/Lewiston Bridge. When online at the I94 website I have travel history however I have no I94 (website says there is none for this traveler).

 

My question basically is am I required to include the I94 in the Petition? I am asking because that means I would have to pay the $6 and do the process the next time I go through the border.

If the beneficiary is not in the US at the time of filing, then those fields (#38) regarding the I-94 are not required.

"If your beneficiary is currently in the United States, complete Item Numbers 38.a. - 38.h."
