Depends. Some employers will want to complete an I-9 and/or utilize eVerify before formally hiring an individual. Some may do it the same day, although they would bear the costs (time/money) associated with preparing for a new employee only to find out they may not be permitted to work.

But yes, one can apply for jobs and get a job offer before having an EAD. They can use said job offer to request an expedite on the EAD due to financial loss grounds. They just cannot perform work until authorized to do so.

Given how tings are going lately my personal opinion is you maintain your F-1 status until your AOS is approved. However you are not required to do so.
