Hey everyone! My husbands I130 was just approved and we are trying to gather all the final paper work to submit at the NVC stage. I know we need police reports for all the places he lives more than 6 months after 16. He’s a Canadian citizen who once lived in Saudi Arabia with his parents and graduated high school there and left. In my research it seems impossible to get a police report as a foreigner not in Saudi Arabia.

I found this on the DOS website saying “exceptions”

Exceptions:  Police clearances are unavailable for third country nationals who no longer reside in the Kingdom.  They are also unavailable for third country nationals who are not legal residents.

Does this mean that he won’t need to obtain it? Will printing this and bringing to the interview and/or submitting with our NVC packet be sufficient. Does anyone have experience with this?

i don’t want any surprises

You are reading and comprehending correctly.  If unavailable, then not required.

But don't "do nothing".  Print out the copy of where it says that you cannot get the clearance and include it, and an explanation in whatever documentation you send in.

Some of the officers will not bother to look up the information, and will just go down their checklist and issue you an RFE.  Be smarter than they are, and tell them you are unable to get it, and show them why.

Good luck to you!
