What forms specifically are you talking about? dV2018 is about halfway over already. Selected entrants are given information for the forms to fill in on their selection letter. 

Entry for dv2019 is also long over, results will be announced in may.

Not really a great idea in the case of DV given a bunch of unofficial/scam sites parading as official ones...

you can try DV 2020 , which is open for entry October 2018. Provided no new law is being passed to change it's status by the current administration.
